Wire is not closed

I know this is a common newbie issue, but I've searched for the answer and can't find the solution for my case.
I have used 'Validate Sketch' to find that the issue is located between the spline and the horizontal line. There are actually two separate cases of this.
The are both constrained using the 'Point onto Object' constraint, so I'm not sure what the issue is.
I have attached the save file.

why did you draw B-splines when they are arcs of circles
moreover, we have been repeating for ages: no cross sections, no T-line

The error is misleading to noob's.

One of the other "rules" of Part Design is: "No crossing profiles" trim the overlapping lines and viola!
