I will do some tests tomorrow.

Result of my research and tests is this:

Admins can lock and unlock topics
Nobody can reply to a locked topic. This includes admins
Admins can edit a post in a locked topic
Normal users cannot edit their own posts in a locked topic.

So I propose:
- Russ creates a new topic asking that nobody should reply
- a moderator will pin and lock this topic
- I will fill the topic as described above.

This will enable us in the future to update the topic by a moderator or to unlock it so that Russ can edit it himself. I can create the initial version, but I can't create the topic in Russ' name. I can, if you so wish, of course create the topic myself.
