it is impossible: the contact of a plane and a cylinder is always an ellipse
perpendicular to the axis , it is a particular ellipse where the 2 axes are equal
parallel to the axis, it is another particular with one of the axes of infinite length

Apologies, but I don't get it.
If both the upper and the lower white line in your image are supposed to be tangent to the cylinder circumference, then the resulting surface from them can't be a plane.
