The wiki is not the place for change proposals, we have an issue tracker for that.

What is probably lacking is that from what I know internally OCCT uses mm so every dimension should be converted in mm and the reconverted to desired units.
As it seem that linked code is simply addressing the conversion between "internal units" and "shown units".
Diferent thing is manage "non decimal units" and introduce currency units in CAD system I could not see a reason other than output cost x m2 or similar, but it could be achieved simply putting (as done in spreadsheets) a format options or to use the column near the figure with a text field with the desired symbol.
In the wiki page there are link to an old code pages marked as archived, maybe updating the links will be a good thing.
IMHO a CAD is an engineering, or 3d modelling tool, other things could be obtained with dedicated tools.
I could not see the utility to implement a full fletged spreadsheet or a full fledged wordprocessor in FreeCAD.
better to make a good exporter that could feed a dedicated application with a well formed "universal exchange format" as simple as possible to not overcomplicate things to developers that probably don't have enough knowledge in fields other than 3d modelling, UI interface, or 3d rendering.
In a similar way of many problems with DXF export import could be "delegated" to some external libs, that is maintained by developers skilled in this field.
I know that there could be licence mismatch, or incompatibilities but probably these would be minor hassle than having a partial DXF importer exporter.
But as said I trust in good work of developers.
