I see this in the latest dev release of 0.19 too. I'm new to FreeCAD but it does sound like the same underlying behavior as bug 0003925 as already pointed out in 0004263, except that with US building units the feet-and-inches expression happens automatically so you can't avoid it. As mario52 pointed out about just clicking with the mouse, it's as though the UI confuses itself when trying to parse its own displayed text. Using decimal feet via "Imperial for Civil Eng" units or keeping to the positive coordinates seems OK for the time being.
