BIM Project Set-up - Floor Object and Working Plane Proxy - Z-axis

When using BIM Project Set-up, the floor object and work plane proxy seem to have different different Z-axis values when they are expected to be the same. Screenshot attached. FreeCAD version details below:

This is intended behavior. The idea is that the base geometry for each floor is created on a different plane.

I am not sure I follow. Why would a level-0 objects such as walls be created on a plane with z-axis coordinate of level-1?
