Attached simplified file ... IMHO it is a bug and needs to be fixed ... box is on x=3000 in FreeCAD but on x=2000 in IFC ...

- IFC-Export from your 1416_wrong_placement.FCStd to 1416_wrong_placement.ifc
- Reimport 1416_wrong_placement.ifc to FreeCAD with option="Import IFC" gives no cube at all
- Reimport 1416_wrong_placement.ifc to FreeCAD with option="ifc_import" gives cube at wrong x-position
- Import 1416_wrong_placement.ifc to BlenderBIM gives also cube at wrong x-position
