This is some sort of issue with the conda packaging/bundling, I'm not sure what causes this or how to solve it though

I haven't seen it before

All files in .\translations were previously in .\translations\qtwebengine_locales
When I moved them there, the message disappeared.

I've seen it on windows, the conda builds where broken for some time so it wasn't updated and you didn't get to experience it until now when I managed to fix it. It is also more prominent now thanks to the new notifications system.

@oursland you've been playing around with conda lately, do you have any clue about this issue?

I'm cleaning up my build environment for macOS and Linux, which I should have resolved today. After that I'll move into looking at setting up Windows builds. I may have more insight into this at that time.

just installed weekly build 32457 py310 and that's the same warning and like you can see no subdirectory named "Qt Webengine" under "Bin" directory (see attachments)

The QT warning doesn't appear when you run FC but when you run addon manager. It happens since a couple of months, and it has been never solved.
