Surface through points

Hello, I never used Freecad, but was wondering if I can use it to make a topographic part (step) of a site layout.

I need to:
Import an Autocad dwg
Use some point there to draw some Z height lines
Use those endpoints to create a surface.

Try Trails workbench from addon manager.

if you know the height that separates each of the level curves, create a sketch with each level curve, shift it in height with "placement" and create a loft between all the curves
I cannot download the DXF, for a demo

I have a comprehension problem, I thought you wanted to model the mound (on a green background) from the contour lines
but now I understand you want to model a pile of rubble from the destruction of a building or site

As a final result, I want a solid (or at least a mesh, but prefer solid) of an area, a building terrain (surface, groundfloor, relief...) like in photo of the opening post.
I only have a 2d plan - a DXF
On that dxf are points with an elevation marked

If I can draw a line in Z direction from each point, A have the surface floating above the 2D
If I can create a surface from those points, I have the terrain.
