It's just an statement from a forum user, every developer has his own goals, from what I've seen FreeCAD is not organized enough no have any kind of official goal, we can't even make decisions on version numbers
(there's a looong thread going back and forth about what version number should be used 1.0 or 0.91 or stick to 0.20)
