To me it simply looks like the user has the attribute "Auto distribute" = true, and the user has manually moved the Views, even though they probably should not be moved when automatic distribution is requested. After some operation requiring full redraw is executed (like the Dimension deletion), the auto distribute functionality kicks in again, and puts the views back to their automagic places. So, setting "Auto distribute" to false, the views should stop resetting themselves and they can be manually moved.

So, I think this is actually a feature, and not a bug - but the mechanism should be more transparent, because currently it's difficult to realize what happened if you don't know it. I think "Auto distribute" should also lock the Views, so that the user can't move them as long as "Auto distribute" is activated, which would reduce the confusion. Although, then a lot of people would ask why they can't move the Views, because the locking symbols are not visually that clear-cut either.
