Svg Symbol scale vs Drawing Format Scale

I'm a new FreeCAD user and just created a custom drawing format as per the user guide. I also created a separate file that is one line of a rev block so I can easily add new lines as required. However, after opening a drawing and adding the rev block symbol is clear that they are coming in at different scales, even though the symbol was created by copying and editing the drawing format.

While working through the forum I found a history of trouble with scale when importing svg files due to Inkscape changing from 90 to 96 dpi but that was fixed. My guess is that the above problem is caused by the same sort of issue as scaling the symbol up by 1.07 makes it the correct size.

I've attached an image of the format and rev block line after both have been brought into FreeCAD.

I've attached the svg of both the format and the symbol.

Is there a way that this can be fixed, other than scaling the symbol every time it is added?

Changing the units of the symbol to px in Inkscape works.

Thank you.
At first it wasn't working until I found that I only had to change the units for the custom size in the page setup, not the display units or even the units of the lines and text.

That is what I meant, sorry for not being clearer:
File -> Document Properties -> Custom size
