Question on keyboard shortcut syntax

I have a question on the view keyboard shortcut syntax. I have mapped the Fit All button to Shift + Z and Fit selection to just Z. However, I notice that both keyboard shortcuts do not actually activate their associated commands. I suspect that you need at least two letter key combinations for this to work, because Z,E, does activate the command, but a plain Z or Shift + Z won't. Am I correct? What is then the reason Shift + alpha-numeric key combinations are impossible to use?
I also see that the number keys or FN keys do trigger commands with a single button press, as I would expect.

In the non-start workbenches, there are default shortcuts mapped to a single key though, so are workbenches are somehow involved in the keyboard shortcut syntax, aren't they?
