Can't make Pocket

Because
"Selected object must part of the body"

But if I do this, there a dependency

How can I correct it?
And how can I do it next time better?

Cleanest way would be to draw two octagons which you can pad directly and continue in PartDesign.
Or make yourself familiar how to handle objects build outside of PartDesign as BaseFeature in a body. I don't recommend such mixed workflow though for a newbie.

why are you using part design here? That body there is completely unnecessary

The "natural" alternative to PartDesign is Part workbench; see Part and PartDesign.
