Is there a way to snap the centre of the sketch to the centre of the object I have brought into the sketch, as below?
I know I can move things manually, but there are times you want absolute accuracy, and I find it difficult to establish center reference..

That's done outside of Sketcher with a concentric attachment.

To slightly expand on chris explanation, first select the circular edge you want the new sketch to be based on and then click the New Sketch icon which will bring up the attachment dialog as per screenshot below:
