Rotating shape via Base Placement ellipsis button

For Part Design, FC14 permitted rotating sketches, (as seen in the old FreeCAD Lesson 02 - Whiffle Ball video tutorial). Unfortunately, it seems that FC19 forbids this because the Base Placement ellipsis button is missing. Would it be possible to restore the Base Placement ellipsis button for sketches, please? Thank you.

You do not change Placement, but Attachment offset.
(Placement = Support + Attachment offset)

I recommend not to do it, but you can set AttachmentMode=Deactivated. Then you have only Placement and you can edit it.
