Yesterday they confirmed that the Windows version is being developed.

I had a look at the Altair Radioss User Documentation:

On page 93+137 is the description of beam-elements and hinges.
A implementation in FC+Windows would be very cool, thats what I miss
for calculating structures like this:

Good news, they ported it to windows!
We did a native porting of OpenRadioss on Windows using
Intel OneAPI 2022.1
& Cygwin build environment.
This is possible starting from : 91d597f

So there is now the release of Gmsh 4.11.0 that has the new Radioss export
