Not without an example file, it is hard to guess things, as you can change things in many ways, as example calculate a placement for each gear with python and apply the placements, but it depends on how gears are made and oriented. If yes probably there is some wrong dependency on the deb package, you should signal to the Debian package maintainer.

Maybe there is a "freecadpip" package that should be installed manually marked as optional.
